Why Are Immigrant Communities Being Targeted?

  • Authoritarianism - Immigrants and other marginalized groups of people are caught in the crosshairs of a dangerous escalation of authoritarianism
  • Scapegoating - Vulnerable people are easy scapegoats for those who would like to stoke fear and division in America
  • Disinformation - Authoritarians have and will persistently leverage disinformation on crime and the border to justify their attacks
  • Historical Pattern - Scapegoating a group of people that are already marginalized is a characteristic of authoritarian regimes throughout history and around the globe

Current enforcement tactics have escalated significantly:

  • Multiple agencies coordinating with armed presence meant to intimidate
  • Examples: South Shore Raid, Millennium Park show of force, MacArthur Park, DC deployment of National Guard
  • Masked, armed agents surprise-arresting people, sometimes identifying themselves as ICE, sometimes not
  • Targets include: traffic stops, pedestrians, workers, and activist targets
  • Sweeping up anyone in the area of an immigration operation, not just the target
  • Schools, daycares, churches, courts, markets — previously considered off-limits — are now being targeted
  • Aggressive surveillance, arrest, and prosecution of non-violent protesters

Rapid response networks work because:

  1. Documentation creates accountability - Video and photos of enforcement activities can be used for legal defense and public awareness

  2. Witness presence deters misconduct - Law enforcement behavior often changes when being observed and recorded

  3. Community support saves lives - Getting information about detained individuals to legal resources can make the difference in immigration proceedings

  4. Information sharing protects others - Quick alerts help vulnerable community members avoid areas with active enforcement

  5. Solidarity builds resilience - Communities that organize together become more resistant to intimidation tactics

Neighborhood-based networks are most effective because:

  • Local knowledge - Neighbors know their community, notice unusual activity, and can respond quickly
  • Trust networks - People respond faster when the alert comes from known community members
  • Coverage - Multiple neighborhoods with their own networks create city-wide coverage
  • Sustainability - Local groups can maintain momentum even when central organizations face challenges

Even if you’re not at risk yourself, you can support your neighbors by:

  • Learning to identify ICE activity and report accurately
  • Joining a local rapid response network
  • Contributing skills (driving, translation, documentation, legal support)
  • Spreading Know Your Rights information in your community
